Breconshire waist belt clasp

Can anyone please tell me who would have worn this waist belt clasp?

Is it a military or a Police or some other organisation? I can find nothing about a similar WBC on the internet. The title scroll is stamped into the plate whilst the dragon is separate and held in place by a pin.
