Default Home Guard Instructors badge

Hello,

Here is a nice HG badge from my home town, Ashton under Lyne.

There are two things I dont know about it with which the forum may be able to help.

Firstly what do the letters 'U' and 'C' represent?

Secondly where on the uniform was it worn?
