I haven't seen that badge before, mate, but the Latin Motto is correct for Trinity House (Trinitas In Unitate).

Looks like a sailing ship in each quadrant, the Trinity House badge I own has this too.

To further identify the gentleman (and his insignia) in question:

In the April 1917 edition of the Navy List he is listed under "Royal Naval Reserve, Commanders, Retired" as Lawrence Hugh Crawford, C.B., R.D. (Captain, Trinity House)

In the 1916 Hazell's Annual under the entry for Trinity House, he is listed as an Elder Brethren.

Trinity House was incorporated in the year
1514, by King Henry VIII. In the present
day the Trinity House exists in several capacities
: (1) As the General Lighthouse Authority
for England and Wales, the Channel Islands,
and Gibraltar, it deals with the Lighthouses,
Light-vessels, Buoys, Beacons, Fog-signals,
and removal of dangerous Wrecks on our
shores, exercising control over the Local Light
Authorities within their own area, as well as
over the other General Lighthouse Authorities
of the United Kingdom. There are District
Stations at Blackwall, Sunderland, Yarmouth,
Harwich, Cowes, Penzance, Milford Haven,
Cardiff, and Holyhead. (2) As the Chief
Pilotage Authority of the Kingdom it has

coasts. (3) As an Ancient Corporation it possesses
estates and almshouses, and awards
pensions and bounties to distressed mariners

Judges in the Admiralty Division of the High
Courts of Justice in determining marine causes
tried at law. The Elder Brethren consist of
members of the Royal Family and statesmen,
retired officers of high rank in the Royal
Navy, and commanders in the Mercantile
Marine, as shown in the accompanying list :

Note that he is not identified as RNR in that entry and similarly in the 1906 edition of Hazell's, in which he is also identified as Elder Brethren, however he is among some well known fellow brothers.
