Impressive picture - great array of different tunics and even Senior NCO slippers. Is the correct term shoulder scales that they are wearing?

Notice the unusual badge of rank of who I think is the unit's premier sergeant major seated front right.

I am advised that the horses together with the lack of medals on the senior NCO's dates the image to pre 1915.

A further source locates the image at the 1908 Summer Camp at Brighton, the year that cap badge was introduced.

I suspect that the horse's tail may have been 'docked' - the hair of the tail has been cut very short, often seen on military horses although more usually on those in harness. The idea was to stop the tail being caught in the harness but it also meant that the poor horse was virtually defenceless against flies!
