Default Unknown Bullion patch, Prince of Wales?

Hi, a friend is looking to ID this patch can someone assist?

- Cypher Prince of Wales
- Blue and gold ( Navy?)
- Bullion embroided

Cypher, VR for Victoria Regina/Rex? The crest is that for the P of W as you say, the cypher is the inter-twinned letters below the three feathers.

Could well be a ribbon to a Masonic or other Fraternal jewel. Victorian Masonic jewels very often had a scroll type top bar similar to that on your image. Is there anything at the reverse centre of the scroll? If so this is where the pin would have been.

Then I was say it is definitely the ribbon from a fraternal Jewel/Medal.
