Default Oxfordshire County Cadets button

Apologies for atrocious scan. It depicts an ox in water surrounded by a strap inscribed "Oxfordshire County Cadets".
My questions are (a) which period would it be ascribed to and (b) who would have worn it? My gut feeling is by training staff (NCOs)but that's only a conjecture.

The use of county cadet badges seems to vary in date and it is hard to tie down specific dates. However the 2 main periods seem to be circa 1910 and 1930.

In 1908 the VB cadet units had been reorganised in line with the changes to the TF and OTCs. Some cadets seem to have worn badges to reflect their county affiliations.

In 1930 the withdrawal of government funding to the County Cadets was accompanied by the removal of regtl affiliations and cap badges and buttons. The Scottish Cadets for one adopted their own badge and continued to wear it for some years.
