Default 1st class Shipwright-Gunner badge?

An odd combination this one as it appears to be for a first class shipwright with some sort of gunnery rating. I would be grateful if someone could tell me what it represents. The photograph dates from 1908.

Worn from the 1890's until the late 1940's.

Thank you, the combination of tools and gun makes a lot of sense for an armourer.
