Apparently there has been an amendment to the above quoted item in RCA Standing Orders. While previously (as highlighted), use of already whited-topped CF Navy caps was mandated (probably an economy measure), the same item in SOs now reads

While the appearance would have been similar, I wondered if the change had anything to do with the use of a red band on a Navy cap being the service dress identifier of a Military Policeman.

I think this goes back to pre-unification. Technically, the artillery red used on the cap bands (pre-unification) was called scarlet, while the provost colour is described as red, a brighter red than the RCA. Side by side they are not difficult to distinguish, but without a reference it can be difficult.
