Default Very Odd RMLI picture

It has been pointed out to me that this pcture there has an oddity insomuch that the Sgt on the left wears an officer's cap badge.

Anyone come across this before or have any rational explanation for it?
Ray

Not the greatest quality but send to me as a word document so I had to print it and scan it
