Default unidentified air force badge Eastern European ?

good afternoon, please see the attached photos of a bullion badge which I am trying to identify without success. Its gold bullion on black and depicts a bird with raised wings with a red shield with cross on its chest. I am assuming that its air force related but I may be wrong on that. It has been suggested that it could be Polish or Rumanian but I can't find anything quite like it from those countries.

Any thoughts?

many thanks, dave

Reminds me of Italian Ethiopean police badges pre WW2.

I would say Italian, monarchy period. As no indication of either a crown above or fasces in talons, could possibly be a non-military badge.
