Service dress and its successors. The white metal drum is probably TF. The horseshoe is upside down for army wear!

The drum looks chrome and if so will probably be R.A.F.

Yes to that, silly me, forgot the RAF ...... possibly a Station Volunteer Band?

Chrome plated drum is also worn by Air Training Corps bands
