This is the hat badge of The Scottish Company, City of London Volunteer Regiment.
A Volunteer Training Corps (VTC) unit from WW1.

Agree with Simon and Alan. A Scottish Company City of London National Guard glengarry badge 1916-19. Bloomer number 363.
