Default Unknown No 5 Cap Badge Royal Engineers?

This is 1” in diameter, British-made, specifically rather than adapted.

Possibly connected with a Training or Officer Cadet unit in WWI? The colours suggest an RE connection.

Could it maybe be for foreign forces in exile during the war?
