Default RN Signals rate badge - perhaps?

This is described as a Signals rate badge Trained Operator, probably circa interwar period.

but I am not so certain - I have collected RN rate badges now well over 40 yrs & have never seen one multicoloured as this one is... however the red flag staff & star is certainly RN rate badge pattern, as is the background,

but I am thinking - could it be a Rifle Reg't qualification badge?

& here is same badge (without star) described as an Army Signallers qualification badge -

same colour scheme on the left flag, but colours reversed on the right flag ....
