I'm going to guess Commodore, based on the single device. The modern rank insignia for Commodores in most Commonwealth armed forces seems to be a single star or, in the case of navies, a single circle of braid above the lace on the sleeve rank. her's the Wiki site for Commodore rank and you can see the circle in both Indian and Pakistani Navy ranking.
