A lot of earlier 50,60,70's badges were wrapped in tissue paper and supplied by manufacturer in a cardboard box with contract details, supply depots sometimes bagged them and applied the Vocabulary No/NSN & Qty only on pack.

It was done later than the 70`s too Mike, my Royal Signals badges certainly came in tissue paper,that was 80`s. I think my RMonRE badges did as well and that was 90`s.
