Unknown Numberd Lion badges

Two odd badges here. Came with Hong Hong & Singapore RA items posted previously.

Badges are of high quality Hand worked within a cut out shield on loops.

I had thought perhaps School badge but what has thrown me is they are individualy numberd to the rear.

Can anyone throw some light on this subject.
