The central design is that of a RN Telegraphists badge.
Can't see its a RN Div trade badge from WWI, especially as the move was from metal to cloth badges.

From the small split pins I would have thought this badge was Australian, but I cannot see it listed in John Perryman's 'Kit Muster' publication.
