With the Ashoka lions it is of course post 1947.

My guess is some police force, though I do not know which one.

While the suggestion of Goa sounds good (I know of no other Indian state name starting with G), I still have my doubts. I never saw the word "Service" used by Indian police corps. They are most often called Force (for the paramilitary ones) or simply Police. And that can e.g. be seen with the Goa Police as being GP on the badge. Same on shoulder titles. e.g. DP for Delhi Police, J&KP for Jammu & Kashmir Police. HP for Haryana Police, etc.

In short, Goa is a good suggestion, but I am not convinced.

Wikipedia says: Gujarat Police Department.

And the Amazon description is a bit strange. Why should Gujarat and Goa share their Police? They are two different establishments.
