Question Unknown

I have come across this badge and I'm sure I have seen a reference to it somewhere, It appears to have no fixtures and two holes drilled in it, any ideas?

Australian . . . RSL (Returned and Services League) . . . Probably had been fixed to some sort of plaque . . . ? Dunno, just a guess.
