Nice photo. I believe the shoes are called plimsolls? The brassards were likely a medium blue colour indicating the soldier was a convalescent.

As stated by Bill, the brassards replaced the blue hospital coats as a cost saving measure. I question the 'khaki' glengarries comment as the Black Watch (and the Cdn Forces Overseas) specifically declined these and their wear was limited to Canada.
