Logic would suggest that the laurel leaves were omitted to make room for the enlarged harp.
A list of other examples of the same thing would be quite interesting.

Could be but the examples I have only show a difference in height of 0.50mm.

No. 1 "FIRMIN LONDON" without laurel leaves, slidered, crown & harp mounted

No. 3 Slider broken off & missing, crown & harp mounted, probably a Firmin badge,

No. 4 "J.R. GAUNT LONDON" with laurel leaves, slidered, a one piece badge

No. 2 - a millimetre or two shorter than the others it's fitted with east/west wire loops & has a marking of some sort behind the scroll but it's indecipherable without something to compare it to.
Is it a collar dog?
It has no laurel leaves, it has the "first pattern" scroll but the crown & harp are mounted.

Could be, but why produce a 2 piece pouch badge when you have a 2 piece cap badge, or why produce a 2 piece badge with the style of scroll that you've replaced with the 2 piece cap badge?
And there's literally about 1 - 2 mm difference in height between the badges?
