Default Unknown Naval Crest

I picked up a fork today with this naval crest engraved on the handle. Unfortunately no one has been able to give me a definite identification yet. Has any one seen it before?

That seems quite possible, the other suggestions I've had are for 'troop ship' or 'transport ship' but I've not come across the crest anywhere else yet. The crown looks rather Victorian in shape, but it is EPNS and I am not sure whether that was in use for cutlery that early.

Yes its a QVC and EPNS was certainly around in Victorian times.
