Default 102 ATk Regt RA (NH)

Can anyone suggest the significance of the two flags on the lower part of the sign? The only reference in a single document which lists these two designs - yellow/red/yellow divided horizontally and white/blue divided diagonally is the Royal Navy chart of signal flags dated 1937. Individually they signify the numerals 2 and 7. In combination do they mean something else? The image was in Germany, in the late summer/autumn of 1945. Thanks. Mike
