Default Unknown 'African' Badge??

This badge has perplexed me for years. I have no idea what it is and it's not in any of the reference books I have. May not be African but I got it with a few other SA items.
Can anyone help with an ID?

The picture is very dark, is there a scroll or tablet at the bottom with

yes there is a scroll at the bottom but it's blank.

Default Shooting award ?

I can't make up my mind whether that is a mealie cob depicted on the badge or a Protea in bud. If the latter then somewhere floating around at the back of my mind is a thought about an international shooting club event, involving South Africa, called perhaps 'Protea Challenge'......Protea Day'........????? Possible connection???????
