Looks like it may be the remains of a Cameron Highlanders sporran badge.

How does the sporran badge differ from the scroll-less pre 1881 badge?

I believe the Sporran/Cantle Badge is smaller than the glengarry badge and may have a single long lug fitting to the rear, I'm sure someone will correct me if i'm wrong
