If they're white metal wouldn't the lugs be brass coloured? My bet is on plated.
As for why, I don't pretend to know anything about Australian badges, but British badges are plated for various reasons, attachment to Armoured unit, walking out/blues dress, bandsmen, Regimental Police etc.

Rgds, Thomas.

Thanks Thomas
Had a think about what you said and went and looked at my other Aussie white metal badges and most of them have white metal lugs.

I have an unusual plated Melbourne University Regiment badge in my collection.

Advice from the very reputable Victorian dealer I purchased it from was that it was for a small section of armoured cars that was allotted to the regiment for a short time.

Photos attached for info.
