I'm no expert on RN insignia but I believe that this arrangement predated the single title R.N.COMMANDO in white on black. Mike

Royal Navy Commando
The first Royal Navy Commando was formed in 1941. The first shoulder title was ROYAL NAVY, woven, white on black, and in the Spring of 1942 this was changed to R.N. COMMANDO, white on black, in both woven and printed form.
