The attached image - sorry for the quality - from Dudley Jarrett's 1960 book British Naval Dress shows a similar oval plate with an anchor at its centre worn as a cross belt plate - which the fixings on your badge seem to be suited for.

Hi Chay
When I first saw this I thought it might be an 1800 Royal Marines cross belt but but the construction is wrong and the pattern of the anchor is wrong for British - I think it is an early 1800 period cross belt plate of a Scandinavian country. Yours John |

Looks more of a home made item to me from the construction.
