Unknown Canadian lapel badge "V S L"

Hello Folks,
Does anyone know what this lapel badge means?
It is pinned with an old poppy made of cloth.
I got it with a WWII veteran group of medals, badges, etc... (Queens Own Cameron Highlanders of Canada).

Just a guess here (no knowlege behind it) Veteran.s Service League could also be Volunteer. Ray

I'll back up that idea of Service League but I'll suggest something like Vancouver or a similar area beginning with "V".

How say you?
