As there is no R in the title underneath the badge I think they are East Kent Militia whose buttons have exactly the same badge on them.

Thank you for posting the link to the buttons. That the East Kent Militia eventually became the 3rd Battalion, The Buffs (East Kent Regiment), is interesting as these two spoons came from the same antique dealer as a third spoon, not 3rd battalion though.
