No, they didn't.
There are certainly a lot of opportunists who would like to see the break up and demise of the UK and loss of what Overseas Territories we have left. It would certainly make good journalism.
Until anyone has genuine facts about what is going to happen after negotiations with the EU anything said or reported beforehand should be taken with a pinch of salt, and I doubt that will lead to the handover of Gibraltar who have recently stated that is not their will.

I will add also add that the EU has to put on a strong posture toward the UK because they have a couple of elections coming up in major member states and there is still the Eurozone Greek bailout to sort out as well as possibly other states such as Spain and Portugal.
