Age / Maker of Sterling Silver Captain Bars

I picked these up recently but after researching I cannot find out the maker or age of these insignia bars. Anyone know this maker? Larger ones marked with a 'W' and a 'CO' in interlocking circles. All marked sterling. Larger ones have integral buckle safety catch.
