It looks like he is wearing the curved brass "Tanks" title on the two-coloured battalion flash on his shoulder and the cloth "TC" title at the top of his arm.

Would this be a post war picture? I was under the assumption that Tank Corps ORs didn't wear collars during the war.

Or would he be an officer (though I can't see any officer rank)?

If you closely the collar is facing the wrong way. It’s a shame we can’t see the other one. I was told by someone that they wore their collars facing outwards in peace time?? But there again I’ve got pairs both facing right, the same way as the cap badge.
