Default Unknown lapel badges

It has been suggested that the lapel badges worn in this photo may have a military connection. No better image available.

Does anyone have any thoughts or comments please?

A long shot but looking at the 'Basque beret" could he be a veteran of the International Brigade having fought in the Spanish Civil War?

Tim,

Its a bad photo but his headgear is actually a large flat cap, the rest of his outfit suggesting 1900-1918ish.

Looks like a SWB on his right lapel and perhaps a Red/Blue/White patriotic ribbon on the other.

Jon,

I second Simon's opinion pretty certain its a SWB and 'patriotic ribbon often seen in use during and post WW1 hostiities. Worn by both military and civilians.

I agree with Mark that the badge on the wearer's left is probably a patriotic one with ribbons.
