Ian Kelly has a few of these on his website listed as "Queen's Nursing Institute - District Nurse":

All the best

Hello

The button is for the Queen's Nursing Institute, a nursing charity originally set up in Victorian times with the support of Florence Nightingale and the approval of Queen Victoria, hence the 'VR' part of the cypher.

Agreed.

The VRI cipher is of course, 'Victoria Regina et Imperatrix'.
