Default WW2 German Button

This button was found by someone I know at the site of a WW2 POW camp.

It says Kriegsmarine with a date of 1938 on the back. I'm guessing that its of high quality due to the gilt but does anyone know any more about this type of button e.g. would it have been likely to have been worn by a senior officer?
