pipers badge?
wondering if anyone can verify that this badge is a piper badge of the glasgow fire brigade pipe band ? collected badges for 30 years and its the first time i have seen one like this.

I think that this was worn on uniform caps and on helmets prior to 1948. I know nothing about Pipers.

I have been told it was from the pipe band because of the belt around the outside as seen on the guards badge?

The "belt", which is actually known as a "garter" was/is a common feature used on a variety of insignia. Glasgow Fire Brigade dropped its use when the Brigade reverted to Corporation control in 1948. Glasgow FB may have had a pipe band and probably wore this badge. However, it was the standard badge worn by everyone in the GFB at that time.
