Generic title worn by University Training Corps, at least one contingent also wore a supplementary title with the University name on it ( cannot remember which one at the moment ).
When the title was changed back to Officers Training Corps, the "U" on this title was sometimes altered to an "O" P.B.

See Formation Sign No 231 July-Sept 2008, title the subject of this thread introduced December 1949. In September 1950 Cambridge University were authorised to wear a navy blue on Cambridge blue supplementary title "Cambridge".
