No way of telling whether the badge in the shawl is Pembs Yeo or Welsh Reg’t from the definition of the image on the PC. Wishful thinking in my view.

It looks to me as possibly some kind of regimental prank maybe as it sure looks like a gentleman to me in that garb.

.... the brief case thing is a bit "out of place"? Musicians badge in the hat and I would say a Welsh Regt badge on the shawl.
