Hello Thomas, it is a Canadian badge known as the MARS badge. During the Second World War, when a recruit finished basic training he was awarded this badge. These were to be taken down when the soldier embarked for overeas. (All personnel overseas were trained soldiers.)
It should be oriented with the arrow up to the right at a 45 degree angle as viewed.
