This one has come up a few times. Consensus is that is a girl guides / scouts badge, I am sure someone will be along in a minute to confirm (and hopefully add a link to the previous thread).

This is certainly a Boy Scout Group badge, and is worn on the point of the scarf by the 1st Hadleigh Scout Group in Essex.
