The civilian is Donald Stovel Macdonald, the then Liberal Minister of National Defence, from 24 September 1970 to 27 Jaanuary 1972....

Highly unusual to be wearing a qualification badge as a unit identification. Note the early pattern corporal's chevrons with the maple leaf imposed on the the stripes.

...the urban legend,at the time, called them..."career corporal".....I said legend......this rank was in use from c.1967 to c.1972....when I think the rank of Master Corporal was introduced........but I'm sure someone will come up with a better explanation....
