Default Unidentified button

Good afternoon

Maybe livery but looks official somehow. Probably late 19th century I'm guessing. Horizontal fasces with a wing either side with a wreath on each with a spur inverted to, centre. The fasces on the button may mean continental (on Italian and French buttons) but made in England I would imagine by the backstamp. Something to do with horses or cavalry?

Any ideas
