The Boy Scouts around the world used it on the early 'Thanks Badges', awarded to non members who had given good service to the Scout movement. As Phil says, that was before the Nazis gave it a different meaning.

There are many designs of the Thanks Badge, both old and new. Here are two of them, showing the old and the new.

Amazing. Just goes to prove what I said in the OP; it was such an innocent symbol. I wonder what other similar items have been corrupted by evil men?

Wonderful. Are those badges in your possession John?

I have 45th division SSI, pre-WWII, in my collection. After visiting with a dealer at a show I attended I believe it is a post war reproduction. There is a picture in my album. I am originally fron Broken Bow, Nebraska. The school nickname was, naturally, the Indians. The school mascot was an Indian chief wearing a full headdress which contained a swastika.

I came across this 1920s fag card on ebay. A WW1 Indian cavalry brigade.
