The Maltese cross design is based on the badge of the 4th NSW Infantry in the 1890s which did not have a crown. Who first thought of the design is un known to me, the same as a most original badge heraldry. The Maltese cross was widely used in NSW and other states (especially Queensland), usually as a crossbelt. When a new regiment was formed, someone sat down with a paper and pencil and drew an appropriate crest for their regional military force and it is very hard now to know why.
