Yes it is, indeed Saudi Arabia. It dates from the 1990s, maybe the 1980s. Royal Saudi Land Force and the rank is a Brigadier General. I want to say that it was a rank tag to be worn over the left breast pocket of a combat uniform.

Redstar is right. It is Saudi and it is a Brigadier General rank for Za'eem. It is shown on page 94 of D V Olsons boon on Badges and Distinctive Insignia of the Kingdom of Saudi Arabia. While not certain, I think the antique silver denotes airforce. Perhaps some one can put me right on that.

I got issued with one of these in the mid 90's when on an RAF Police detachment to Saudi. The one I got was gold coloured.
