I'm sure to most members of the general public (many graphic designers included) the tank depicted would not immediately register as 'Panzer'. I would say that most would simply see a generic tank.
The silhouetted Twitter logos issuing from it obviously being a visual interpretation of hostile 'tweets' being fired across a social media 'battlefield'. I shouldn't think the type of tank used was consciously chosen because it was a Panzer IV. So by way of agreement with you, Mike, I would have to say you are absolutely correct; it does indeed appear to have nothing to do with the WSJ, hence the reason (I assume) they ran it.
