Default Victorian Belt Buckle

I have this Victorian or older belt buckle which I'm hoping someone could give some input on. It looks to be British, although I'm not sure. It's made of sterling silver and has 2 vent holes underneath the bar on the right.

I'd be very appreciative of any insights.

I'm inclined to suggests that it does not represent anything in particular, insofar as the design is concerned. Perhaps an early "fashion" item.

The blank shield and scroll suggests the purchased could have their own details added (for a cost). So not official I think.
