QRIH 1st Pattern Staybrite.

Picked up this one with some other badges. In worn condition, but there is no silver or gold staybrite finish. Even behind the slider. An unfinished badge perhaps ?

Looks like unfinished to me.
In theory ,every anodised badge ever made could be found in an unfinshed condition
